At the time, the promotion of volunteer military officers is very difficult and the welfare policies shrinking. These professionally trained and experienced officers turnover after basic service constitutes. Senior staff can't teach their techniques to the new staff and also can't share their experience to the new staff. In this study, the researcher use AHP and Delphi method survey to search the key factor of volunteer military personnel stay in the military to improve the willingness of stay in military, the key "stay in military" factor which the discussion air force feminine armed forces officers promote, by way of each kind of related literature's discussion, draws up the influence promotion initially the first factor, by way of revises with the expert, induces 13 factors, then enters the promotion key "stay in military" factor selection using the analytic hierarchy process. This study selected Volunteer military officers with simple random sampling. By mailing the questionnaires to 50 volunteer military officers, 50 samples was responded (100 percent response rate). The main results of this study were as follows: 1.In relating to “organization factor” is more important in factors and weight. 2.The most important factor of promotion is “peer relationships”. 3.The five important key factors for promotion of female military officers ,such as follows:“organizational expectations”,“peer relationships”,“economic factors”,“external expectations”,“value of job". Syntheisize the above conclusion, this research Nurturing talent was not easy, in the ensuing policy development the Government should be strengthened for identity and sense of responsibility for the troops and also strengthened for the officers of family care. The officers do not to worry about their families so they can concentrate in the combat training. Their families will support them willing to stay in the military.
