Under the influence of sub-replacement fertility and population aging, the needs of institutions for the elderly long-term care, rehabilitation and nursing in the foreseeable future will be increasing. Whereas residents in such institutions are mainly elderly people with physical mobility disorder and self-refuge difficulty, there is very possible to result in serious causalities when the fire occurs if no effective control and asylum measures in place. The serious fire events of Nursing Home of Beimen Branch of Sinying Hospital of Ministry of Health and Welfare in October 2102 and LOHAS Elderly Care Center at Zhongzheng Road of Xindian Dist., New Taipei City in July 2016 Xinbei City not only burned innocent lives, but also displayed the fire safety crisis of elderly welfare agencies and nursing institutions.
This study collected descriptions of relevant fire case description, cause analysis, research recommendations, and questionnaire surveys of human habits to assess the implementation and effectiveness of fire education training and education and to put forward the focus of follow-up fire education or adaptability training. In addition, this research used personnel evacuation simulation program of Pathfinder to explore fire evacuation situations of LOHAS Elderly Care Center, and then proposed the fire prevention and evacuation measures for people with escaping difficulties and mobile inconvenience to meet their fire safety needs
