Factors influencing the Adoption of Energy Saving Incentive Policies in Local Governments

碩士 === 臺北市立大學 === 社會暨公共事務學系公共事務學碩士班 === 105 === Awareness of environmental protection rises in the world in recent years.In the process of policy-making, energy-saving incentives are often affected by various factors—leading to incompleted or ineffective implementation.This research tries to detect the factors that influence the adoption of energy-saving incentive policies in local governments.The analytical unit is municipal government—including special, county/cities and village/town/county-administrative cities.Using the theoretical structure of political market framework, the author categories the factors relevant to the formation of public policy into policy demand side and policy supply side.The former refers to citizen an group support for the energy-saving inventive policies.The later refers to policy priorities, policy cooperation, policy learning, grants and human resources of energy related policies. General survey is conducted with 69% responsive rate and 156 observations. The respondents are municipal administrators who are responsible for the implementation of energy related policies. Several statistical analysis methods are conducted to examine the effect of each variable. The research findings indicate that policy priorities, policy cooperation and human resources have significant positive effects on the adoption of energy-saving incentive policies. In the policy learning model and subsidy resource models,citizen and group support only has a significant and positive impact on the energy-saving commuting incentive policies. In terms of mediating effect,policy cooperation and human resources have significant mediating effects on the energy-saving-incentive mechanism, but policy learning and subsidy resources only have a significant mediating effect on the mechanism of energy-saving commuting policies. In the future, local governments could place the focus on the policy action instruments and the resources aspect to overcome the obstruction of local government adoption of energy-saving incentive policies.
