General survey is conducted with 69% responsive rate and 156 observations. The respondents are municipal administrators who are responsible for the implementation of energy related policies. Several statistical analysis methods are conducted to examine the effect of each variable. The research findings indicate that policy priorities, policy cooperation and human resources have significant positive effects on the adoption of energy-saving incentive policies. In the policy learning model and subsidy resource models,citizen and group support only has a significant and positive impact on the energy-saving commuting incentive policies. In terms of mediating effect,policy cooperation and human resources have significant mediating effects on the energy-saving-incentive mechanism, but policy learning and subsidy resources only have a significant mediating effect on the mechanism of energy-saving commuting policies.
