Based on the evaluation portfolio proceeded by Ministry of Education periodically, the author identify the school’s organizational accountabilities and limitations by the strategies of self-reflection, sensation, and innovation. The main methodology is the approach of content analysis. The author tried to match and assess the cause-and–effect relationship between school evaluation results and school management process, to solve all the difficulties and challenges the school faced, and to propose solid strategies for improving school management. The conclusions and suggestions of this study could be expressed as follows. Firstly, the evaluation criteria is value-oriented, we need to simplify administrative processes, ease members’ working loading, and increase the interests of doing administrative works. Secondly, administrative communications approaches are multiple, we may develop educational administration data base for educational research, and strengthen the relationship between stakeholders and schools members. Thirdly, the process of school innovation may emphasize both basic maintenance and resources integrated. Fourthly, it is necessary for eachers communities to establish formative and summative, quantity and quality criteria for assessing teachers’ professional development and teaching qualities. Fifthly, to construct the schools’ environment and maintain their facilities multiply to meet curriculum development and teaching demands.
