Therefore, the assessment method that could find seismic capacity for such buildings has become more and more important. However, the existing preliminary seismic evaluation system PSERCB and seismic evaluation system SERCB can only provide reinforced concrete buildings for sesmic capacity assessment. The first part of this research, which is based on the preliminary seismic evaluation method of the reinforced concrete buildings, find the factors that will affect the seismic capacity of steel structures and steel reinforced concrete structures. This research integrate the impact factors into the qualitative and quantitative evaluation method. The second part of this research, which is based on the FEMA research report, build an analysis framework to improve the calculation of plastic hinge properties for current structural analysis software that is unable to consider the axial force of the overall building. Users can save their time and work to generate hinge properties through the analysis framework. According to Design Specifications for Concrete Structures, the seismic capacity evaluation of steel reinforced concrete convert steel into equivalent rebar, then use SERCB auxiliary program to analyze plastic hinge. This research determines the method and process to evaluate and verify the seismic capacity of steel and steel reinforced concrete buildings based on Seismic Design Specifications and Commentary of Buildings.
