With the emphasis on balancing both economic and environmental aspects, it sets an important milestone for the maintenance of the forest ecosystem and environmental movement. The forest volume in Taiwan is approximately 360 million cubic meters. The net annual growth of timber reaches 8.4 million cubic meters per year. However, in the annual demand on raw wood products of around 5 to 6 million cubic meters, more than 99% of the supply relies on importation. This leaves the island with an insignificant self-sufficient rate that is less than 1%. As a consequence, Taiwanese Forest Administration Division has to promote forestry policies that meet the criteria of FSC Forest Management. By complying with the social, economical and environmental standards FSC set, it would ensure a balanced development process. Moreover, collecting forest resource inventory and monitoring information are imperative to successful forest management. This paper is grounded in the theory of MCLP which Church and ReVelle posited in 1974. In the definition of the AMCLP mathematical model for the C. Kanehirae sample plots, it limits the sample plots to a fixed quantity and further focuses on maximizing the number of C. Kanehirae being serviced in a certain service area. The research object selected in this empirical study is [Company A’s] forestry area in Miaoli County. With this object, we can solve problems raised by the allocation of sample plots. Once these problems are resolved, we can not only maximize the cover rate of C. Kanehirae in a selected area, but also maximize the forest cover rate in these [p] sample plots.
