In 2015, Taiwan has proposed "National Determined Contributions (NDC)", expecting 50% reduction in greenhouse gas emissions by 2030 to level with the 2005 target of 20%. However, this reduction targets depends mainly on the joint efforts of the counties and cities. Penghu County is the largest outlying island group in Taiwan. In recent years, the county government has been actively investing in a large number of low-carbon energy technologies, equipment and measures, hoping to create a leisurely low-carbon island, a world-class low-carbon island benchmark. But due to Penghu County’s economic conditions, environmental changes, the harsh climatic conditions and other factors leading to impending obstacles, thus, the actual carbon emission result of Penghu greenhouse gas emission is still rising. Therefore, this study refers to 2011 ~ 2015 until Penghu low-carbon island project, the planned energy saving and carbon reduction measures and the local power generation structure of Penghu, to find the Penghu County in response to our contribution to the proposed energy-saving carbon reduction program.   In this study, the input and output analysis method was used to evaluate the greenhouse gas emission of Penghu in 2011. The results showed that the emission of Penghu County in 2011 was 500,768 tons of CO2e. The results of the previous survey on the projections of "Construction of the Penghu Low Carbon Island Project" in 2008 were 465,075 tonnes of CO2e, and there was a similar rising trend. Then, according to the annual economic growth rate of the various departments provided by the Deposits Office to estimate the greenhouse gas emissions in 2030. The GHG emission results from three different scenarios of Penghu County for the year 2030. It showed that the emissions will rise to 1,170,185 tons CO2e. Scenario II is based on energy saving and carbon reduction measures to discuss the local greenhouse gas reduction situation in Penghu, including air conditioning energy saving, home appliances energy saving, smart energy-saving control, street lighting energy-saving, electric locomotives, biodiesel and so on. The results indicate that the greenhouse gas emissions in 2030 will be 1,170,185 tons of CO2e. Scenario III addresses imported energy-saving carbon reduction measures and the adjustment in the renewable/non-renewable energy power generation structure to meet the Penghu County should bear the amount of self-contribution emissions, estimated 2030 emissions of 590,867 tons of CO2e, non-renewable energy generation accounted for Down to 25.6%, wind power to 23.9%, solar photovoltaic upgrade to 50.5%. This research is expected to assist the Penghu county government towards achieving the goal of low-carbon island while contributing positively to Taiwan’s National Determined Contributions (NDC) targets.
