At this point, Taiwan's traditional bicycle manufacturing industry has also facing the issues of German industry 4.0 which has causing result of the global supply chain division and labor force restructuring, therefore enhance from industry strategic management and innovation project management is urge and required, and then promote the transformation of industry upgrading to be more efficient respond facing the current rapid changes and customer-side market. Secondly, the traditional bicycle industry want to enter the electric bicycle of product development should also be needed new management solution method to handle the highly complex projects developing as well as the risk assessment, analysis and identification before the implementation of the project, to improve the success rate of the project. The electric bicycle product line belongs to the new specification product line, If the traditional manufacturing industry to maintain the old thinking box of project management model, which will not be able to quickly meet or respond to customer and market needs. Coupled with the bicycle product life cycle has getting shortened, enterprise should consider how to breakthrough methodology of analysis and managament in order to create in line with corporate value and market demand for products. This reasearch based on project management literature of agile development process and define the important agile-role member's tasks in a self-organized team, therefore to suggested how to use the methodology of analysis can be applied to improvment on agile project's defect, and also use the patent investigation to replace the traditional subjective questionnaire approach, and electric bicycle products as a case study and example, to provide enterprise from same industry or other researcher to use as a reference. The research specific achieved three goals: (1) Using more objective patents information to replace traditional questionnaire market survey, but also use patent survey as base to produce Patent Map on Technical and Efficacy Analysis. (2) Through the project risk management planning method to design the patent risk assessment rules, identify the patent risk of the customer design required and decomposition structure, and discuss with experts together proposed electric bicycle important design requirements and key technical strategies. (3) From Failure Mode and Effect Analysis(FMEA) to obtain the patent risk priority index, then input to the Quality Function Deployment(QFD) to calculatate the weights, as the industry research and development of electric bicycle strategy and direction.
