It operates as a profit organization which can survive to becoming financially independent by making profits through social purpose. This study based on a case study of White Rose Social Care Association(WRSCA). For the purposes of reducing the recommitment rate and facilitating offenders seeking uplifting situations, “Inmate Employment Transition Plan” was advanced by WRSCA, which has been showing promising results on recidivism reduction and rehabilitation. WRSCA try to transform into social enterprise to expand operation, but they’ve struck a sticky situation. This study used the document analysis and in-depth interviews (qualitative Research). Through having the semi-structured interviews with WRSCA’s important management associates, we can understand the WRSCA’s current situation, such as the transforming organizational culture、organizational strategy、operational dilemma、government policy and so on. The path of the organizational development is limited by these circumstances, the development pattern is also restricted. The study found that if Npos want to transforming into social enterprises successfully, it depends not only on the enhanced of the organizational capacity, but also the sound institution such as eco-system for enterprise established by the government.
