It operates as a profit organization which can survive to becoming financially independent by making profits through social purpose. This study based on a case study of White Rose Social Care Association(WRSCA). For the purposes of reducing the recommitment rate and facilitating offenders seeking uplifting situations, “Inmate Employment Transition Plan” was advanced by WRSCA, which has been showing promising results on recidivism reduction and rehabilitation. The path of the organizational development is limited by these circumstances, the development pattern is also restricted.
