Among them, the case of Budokan Martial Arts Hall, which earned the 13th Golden Thumb Awards for PPIP, had displayed the crucial partnership between Taichung City Government Cultural Affairs Bureau and the Natural Way Education Foundation. This study mainly uses the collaborative-governance model by Ansell & Gash (2008) as the basis of the analysis, and responds to problems related to the positioning of cultural heritage, financial autonomy, relationship between culture and commerce, as well as institutional difficulties such as the lack of systematic assessment in contracting out cultural heritage in the empirical studies It is found that contracting out cultural heritage requires considerations including the starting conditions, institutional design, the collaborative process and the positioning of the heritage. In the case of the Budokan Martial Arts Hall, the Cultural Affairs Bureau and the Natural Way Education Foundation had consent on the preservation of cultural heritage, which relieved the pressure of the preservation and management of cultural heritage of the city government and also provided the opportunity for the Natural Way Education Foundation to develop a different cultural atmosphere of the institution. Meanwhile, the cooperation demonstrated a good partnership in the dialogue process, trust-building, mutual commitment and resource sharing relationship. However, there still exists a cognition gap between the public and the private sectors including the understanding of the operational mechanisms, the positioning of cultural heritage, the composition indicators of assets evaluation. Thus, Public-Private Partnerships need to be strengthen in the management and preservation of cultural heritage so as to balance cultural and commercial values.
