| Summary: | 碩士 === 東海大學 === 行政管理暨政策學系 === 105 === The Agriculture, Forestry Bureau has been promoting the eco-conservation of the terraced paddy fields wetlands since 2011. It has pointed out the three sites of Gongliao and Bayien in New Taipei City as well as Fengbin Township in Hualien County, which are endangered in the water terraces. The result of ecological rehabilitation is the most significant, and during the period it also shows the cooperative relationship of multiple participants between the Forest Bureau and Environmental Ethics Foundation of Taiwan.
This study reflects the importance of factors such as initial conditions, confidence, communication and reciprocal favored treatment, which are put forward in the model of co-governance in the cooperative relationship of the conservation plan in Gongliao through the depth interview method. Among them, on the basis of the "PES" and other clear system design, revealing the cooperative relationship of conversation, mutual trust and reciprocity, showing the key of the cooperative relationship in the ecological wetlands conservation and rehabilitation of terraced paddy fields in Gongliao district through "incentives for participation".
