| Summary: | 碩士 === 亞洲大學 === 光電與通訊學系 === 105 === According to the Fire Service Act, the three primary missions of Taiwanese fire agencies are fire prevention, disaster rescue and emergency medical service. The main task of fire prevention is to protect life and property, and minimize the losses that might occur during a fire event. The main measures taken in fire prevention as specified in the Fire Service Act consists of fire safety equipment inspection. Inspection/repair/registration of fire safety equipment, flame retardant system, and fire prevention management.
The analysis of this research is based on the categorized statistical data of the six special municipalities’ fire prevention duties carried out from Jan. 1, 2010 to Dec. 31, 2015. The main objective is to study the effects of the fire prevention duties to the fire losses in the six special municipalities. The analysis will be carried out under three topics respectively: the correlation of fire losses/fire prevention duties and regional differences. The linear correlation of fire losses and fire prevention duties frequency in the six special municipalities, and the linear correlation of fire losses and fire prevention duties frequency in each special municipality. In this research, SPSS is applied for operating chi-squared test to verify the dependence of fire losses/fire prevention duties and regional differences. Then the digital data is been processed into graphics via descriptive statistics, and finally obtaining trend lines via regression analysis for further analysis.
The result shows both fire losses and fire prevention duties have dependence with regional differences, and the six special municipalities’ fire prevention duties have linear negative correlation with building fire frequency and property losses. Among the fire prevention duties. Fire prevention management has the most obvious effect by frequency. It is followed by flame retardant system, inspection/repair/registration of fire safety equipment, and fire safety equipment inspection, respectively. For each special municipality, the correlation of each fire prevention duty and the frequency of build fire/property losses shows the frequency of fire prevention management has the most obvious effect for reducing the fire losses. Taichung City and Tainan City has stable linear correlation for all four fire prevention duties and property losses, but fail to establish recognizable linear correlation between fire prevention duties and building fire frequency; Taipei City and Taoyuan City has stable linear correlation for fire prevention duties and building fire frequency, but fail to establish recognizable linear correlation between fire prevention duties and property losses.
