碩士 === 南臺科技大學 === 財經法律研究所 === 105 === In view of the vigorous development of global e-commerce, its value of output is officially expected to break through $ 2 trillion dollars by the end of 2017. According to the report of the Market Intelligence & Consulting Institute, a division of Institute for Information Industry relevant to fourth quarter of 2016 for consumers’ online-shopping behavior survey, people are progressively familiar with cross-border shopping, and up to 80% of consumers expressed willingness to try or continue to cross-border shopping. It’s obviously that cross-border shopping will become increasingly active in the future. Consequently, cross-border e-commerce which intrinsically accompanies international transmission of personal data deserves research concerns about cross-border privacy protection. Seeing that APEC Cross Border Privacy Rules（CBPRs）plays an essential role in international transmission of personal information and privacy protection worldwide, especially in Asia-Pacific region, this thesis focus on its structure and requirements and lays emphasis on the compliance and comparisons between Personal Information Protection Act and its relevant regulations in Taiwan and CBPRs as well.
