A Preliminary Research on the Development Strategy of Leisure Agriculture in Baishi Lake Community in Taipei

碩士 === 世新大學 === 觀光學研究所(含碩專班) === 105 === Baishi Lake Community is a mountain village with an agricultural style rarely seen in Taipei City. The sightseeing strawberry orchards initiated thirty years ago has laid the foundation of leisure agriculture here. With rapid industrial and commercial development in the last decades, many local residents moved into city to seek their fortune, leading to the decline of rural industry. However, with deep affection for the land, some locals chose to stay. They continued their traditional farming lifestyle to guard the land passed down from ancestors. In order to revitalize agriculture in Baishi Lake and to reorganize the community, the Baishi Lake Community Development Association was established in 2007. Community awareness was aroused and manpower for the purpose was trained with the help of public sector and private organizations. Leisure agriculture was thus chosen as main industry to boost the development of Baishi Lake Community. The completion of Baishi Lake Bridge in 2010 marks the milestone in the development of this community. In 2016, Baishi Lake leisure agriculture area passed the review to become the first licensed leisure agriculture area in Taipei City. The main purpose of this study is to explore the history of agriculture in Baishi Lake Community, the current situation of the leisure agriculture as well as its future goals and development strategies. The research methodology included literature collection and analysis, field observation and in-depth interviews. The research results show that Baishi Lake leisure agriculture, featuring strawberry orchards and organic vegetable and fruit gardens, is one of the origins of fruit and vegetable for the Taipei City. Located in the suburb of Taipei with convenient access to transportation, the community has become the city's beautiful garden and an ideal place to experience rural life. This study proposes the community to train more manpower for the operation of the community. A comprehensive planning of tour packages and sound public construction are required. Carrying capacity of environment should also be considered. Last but not least, special features of the community, organic health village or exquisite agriculture and tourism for instance, should be developed and highlighted so as to build Baishi Lake a popular brand on the market for sustainable development of leisure agriculture.
