The government agencies have developed new ways for organizing collaborative responses to novel large-scale emergencies. Unfortunately, these efforts were not as coordinated or effective as they could have been. Some events are novel because of their scale. Almost inevitably, no single agency has all of the capabilities needed to respond, so many agencies need to be deployed and coordinated. Often it is hard for officials to understand what is happening, both because the situation is unusual and because conditions are evolving. The colored powder explosion of Formosa Fun Coast Water Park is the largest number of casualties on critical disasters since the 921 earthquake. More than 500 people were injured when fire ripped through crowds. No one take the administrative or political responsibility for this human carelessness disaster till now. In this study, we take Formosa Fun Coast explosion as an example to review and analyze the crisis communication and coordination between government and stakeholders. Improve the interactive mode between government and stakeholders. Concentrate on practical applications of public relations work. Avoid the recurrence of perfunctory attitude again by receive the attention of the relevant authority. Accordingly, the study concludes four proposals, including to strengthen crisis communications strategy, to enhance organizational skills, to establish dedicated units for media communication relationship, and to construct an effectiveness evaluation platform, in order to be as reference for government in the future.
