With our current military forces structure, we should regulate the appropriate ratio between recruited soldier and mandatory soldier. In order to satisfy the need for current military human resources and the environment. Therefore, the amendment toward the recruiting system should be concentrated on smaller and more expertise units to build a modernized expertise army with smaller units, faster reaction, versatile abilities and firepower. Ever since the incident of Chung-Chiu Hung in July 2013, the treatment and practices inside the military has been on the microscope. From the end of last year to the beginning of this year, there have been several incidents that went on the news, such as “the death of Chi-Long Chien from military police training camp” “the illegal scouting of military police” “the photo of military police imitating a celebrity who took a photo with Apache helicopter” “Army Academy R.O.C sergeant major violence against soldier” etc. With all these incidents, the government has been trying create positive images for our military by filming promoting short videos and collaborates with media platform GQ. Unfortunately the civilian did not buy it and call it as a promotion failure. The existence of military forces are necessary for our nation without doubt. No matter whether it is during war time or rescuing from natural disasters. At the most crucial time, the military can always illustrates its best influences with two hundred thousand forces. In the past years, there has been delayed on promoting full recruiting system, showing the fact that for potential recruiter it’s still not attractive enough for them to consider it as their career. Therefore, this research paper will be mainly discussing and concentrating on the improvements by means of Maslow’s hierarchy of needs that is needed to increase the willingness for our civilian to join our military.
