The possible influences include the lack of labor force, the change of corporation structure, education system, and population structure. As well as a decrease of a country’s competitive capacity. Thus, many countries release different fertility policies, but most of the results are not so satisfying. The previous studies show that –the policy effectiveness of birth allowance is not very good, because it is a short-term economy subsidy. What parents need is a helpful child care environment. However, government can not provide all resource to build up a good child care environment. Therefore,“Public-Private-Partnership”becomes a major way on which a government depends on because, -it not only lowers the governmental financial expenses, but also raises the administration’s efficiency. The purpose of this research is to examine the Public-Private-Partnership in Taipei City, including how the cooperation, communication, coordinate pattern and, whether there is equality and mutual trust relationship between the Taipei City Government and private providers. This research interviews infant and child-care service’s “Parenting Park”and“Parent-Child Center”. These two child care providers are similar in the way of operation. The findings of this research are: first, most of the “Parenting Park”and“Parent-Child Center” have good partnership with Department of Social Welfare. They got many assistances from Taipei City Government. Second, “Parenting Park”and“Parent-Child Center” also show a high degree of cooperation with the local government. Because the contract is not inflexible, the organizations can operate in their own way to realize their own goal.
