The negotiations originated from the revelation of Iran’s two nuclear facilities. The two main actors of the negotiation process, the United States and Iran, underwent two and three leadership reshuffles respectively. The historical connections between the US and Iran were strong, thus making an impact on the negotiation process. The two sides fought many times over the issues of nuclear technology development and regional stability during the process. The US, as a global hegemon, failed to acquire an overwhelming advantage over Iran as anticipated. Iran grasped the timing of the negotiations accurately, set the agenda and employed the strategies carefully. Despite the fact that the US originally set an agenda for a total ban on Iran’s nuclear development, the deal resulting from the negotiations only limited Iran’s nuclear technology development. Which factors led to the deal of the Iran Nuclear Negotiations? This paper attempts to answer this research question through analyzing the historical framework and negotiation theories. This article, in its analysis on the Iran Nuclear Negotiations, emphasizes three dimensions: power, issues, and strategies. It sheds light on the interaction of these three dimensions in determining the direction of the negotiations, so that the relevant parties struck a consensus and reached a deal eventually.
