After the establishment of NATIONAL IMMIGRATION AGENCY in 2007, the foreign affair police has reduced its manpower. However, this also degraded the capability of immigrant-related crime investigation. Further more,The immigration inspection and criminal investigation are obstructed due to the amendment to the law. The writers served in the foreign affair police for more than 9 years, seeing the ever increasing number of illegal immigrants, and the number of crimes and practices are relatively increased, the number of arrests falls far behind the growth rate of illegal immigrants. This study reflects the difficulties encountered by some practitioners, and provides personal views to be used as a reference for legislative amendments for legislators and other government agencies, in order to formulate a better and more comprehensive immigration policy, and eliminates the negative impacts to the society and security posed by foreign immigrants. This study provides an in-depth understanding of immigrant-related crimes through the official crime statistics, the number of immigrants in Taiwan and the crime analysis, and analyzes the social and security issues caused by absconded migrant workers and overdue foreigners, hoping to formulate specific countermeasures to amend the relevant laws and regulations, and provides supports to the judicial police to reduce the possibility of immigration crime in Taiwan.
