And my job is to control these issues and try to reduce these problems. To maintain the rational use of public funds normal and reasonable use. Mind–Mapping is a kind of use of keywords, lines, colors, images and other related elements to help with a logical classification, showing causal relationships and non-logical free association. The knowledge management strategy presented by the way of thinking can be closer to the human mind thinking mode, so it can help the brain to think, analyze, plan, classify and sort all kinds of information. This study aims to explore the use of Mind–Mapping method, creative thinking and problem-solving concept to find the current issue of the military pay and put forward appropriate solutions. The scope of the study is the salary information in 2015 and 2016. Quotes five elements of 4M1E(Man, Mechanism, Material, Method and Environment) as a problem analysis oriented, and explore the causes of the problem. After analyzing the issues, the problem will be divided into two categories that can be solved and can not be solved. In view of these can solve the problem, put forward the improvement countermeasure. Hope to help the organization to find effective and appropriate methods across the current stage and the ideal gap.
