| Summary: | 碩士 === 靜宜大學 === 管理碩士在職專班 === 105 === In 2007, Legislative Yuan passed the bill of People with Disabilities Rights Protection Act, which announced International Classification of Functioning, Disability, and Health (ICF) by World Health Organization (WHO), and enforced the law in July 2013.
Besides identification are be changed, Disability Card originally was issued by certified inspector after doctor’s evaluation, however, it changed to be evaluated by medical and social work team and Public Health Authorities complete the evaluation report, finally, making needs assessment and issuing Disability Card by Social Affairs Authority.
This research was adopted to collect quantitative data using a questionnaire which was issued to 27 hospitals with the responsibility for disability identification in Taichung. The purpose was to understand the problem when hospital social worker participated in evaluation team to face disabled persons, public health professionals, Social Affairs Section and Medical Affairs Department after new Disabilities Rights Protection Act execute. By investigating work satisfaction and importance, researcher try to analyze and induction the problems which happened when making evaluation.
The results in this study: (a) Hospital social work team’s profession satisfies the requirements of ICF. (b) Social workers thought it has high satisfy and care with disability identification, retraining result and doctor and public health professionals. (c) Social workers have enough confidence for communicating with disabled persons and have enough knowledge for making evaluation. (d) Social workers thought disability identification system still has room for improvement and they thought disabled persons usually don’t know the process of evaluation. (e) Social workers figure that public health professional, Township and Department of Social Welfare have to making more negotiation.
Because collecting data was difficult, this study was only doing in Taichung’s hospitals with the responsibility. This research didn’t expand to national investigation, and national investigation results may different from this study. After starting new disability identification, there isn’t many research paper can be consult. The implementation of these recommendations will depend on the follow-up study of empirical research.
