It could be more sustainable than other industries if managed properly. Since the conflict between developing and conserving of Taiwan coastal areas has become increasingly tense in recent years, marine and coastal ecotourism may provide a useful tool for creating a win-win situation as both sustainable development and biodiversity preservation can be achieved. This research used Gaumei coastal of Taichung county as a template for developing coastal ecotourism. It contains five villages and Gaumei coastal wetland. we held three professional meetings, two local workshops, and conducted six field researches there. Through this process, we persuaded local community to focus on preserving Gaumei wetland ecosystem as a way to improve their living through the benefits of sustainable ecotourism. Managed by the local community, ecotourism will increase the prospect of Gaumei residents and Gaumei wetland ecosystem. During this study period, I communicated with all stakeholders continuously to find and resolve all conflicts between local government and non-government organizations. Participated planning was also used to set up three zones in Gaumei community. First, Gaumei wildlife protected area, ranging from the estuary of Dajia river and tidal flat outside Gaumei sea wall, about 943 ha. Second, coastal plant restoration area, for preserving the important coastal grassy marsh and restoring endangered species. Third, Gaumei eco-park, including five villages of Gaumei and the sustainable usage area of Gaumei wildlife protected area. Local community can create and maintain ecotourism on Gaumei eco-park. Beyond planning and zoning different areas, institutional management is also very important for sustainable ecotourism. The key element of Gaumei management is local non-government organizations. They should form a Gaumei management committee manage all resource of Gaumei, which are provided by local government and other educational institutions. There are also many other coastal communities in Taiwan, which have nature resources, but don’t know how to use them. This study could be an example for other communities to follow. If we can help them under go community renaissance to improve local environment, conserve coastal ecosystem, and develop sustainable ecotourism, like Gaumei.
