碩士 === 靜宜大學 === 管理碩士在職專班 === 105 === On November 22, 2015 in the ASEAN summit, US President Barack Obama mentioned that Japan, Australia, Korea, Canada, Singapore, Malaysia and Taiwan are all anti-IS countries. The film "No Respite" released on the 24th by IS showed the flag of Taiwan. This puts our country into the threat and target of terrorist attacks. The movement of people across borders is migration, including immigration. Migration management is one symbol of the national sovereign, and immigration management focuses on the protection of human rights of migrants. Both are very important so many countries over the world have built authorities to deal with related business. A nation is composed of land, people and sovereignty. In order to ensure that the people can live on the land of the country, the national sovereignty is a very important symbol. The border management belongs to the national administrative norms, which is also a form of national sovereignty. The purpose is to ensure information of the people across the border and safeguard national security and interests by preventing specific prohibited people from entering the country. Effected by the globalization and cross-strait exchanges, the number of people visiting Taiwan is on rapid increase, which has big impact on the politics, society, economics, education and border security. After NIA has founded in 2007, the cross-strait direct flights and sightseeing, terrorists criminals through aviation and maritime transport ,including terrorist attacks, smuggling , altered documents, human trafficking, illegal work, illegal residence, fraud, which makes the border security management to face a difficult challenge. This study is aimed at how effective management of people to ensure the safety of the border.
