The main reason for this is that there is fierce competition within the local financial industry, thus leading to little data sharing; even within the same bank, different departments may utilize different risk management procedures. The main objective of this research is to analyze the risk factors in a government bank's delayed acceptance when outsourcing the development of the financial business information system. A review of local and international literature was first conducted, and in reference with possible categories of risks that may occur in the actual execution of outsourcing operations, a survey for risk factors in delayed acceptance of financial business information system outsourcing was generated. Modified Delphi Method was used to in a group interview that included 8 experts from the bank and 4 PMs from outsourced tenders who meet predetermined conditions. Consensus from these individuals generated a risk model that included 6 risk facets and 34 risk factors. ANP was lastly used to sum up the risk management model. Consensus test analysis of the research results showed the risk of requirements is the most important risk facet in bank's delayed acceptance when outsourcing the development of the financial business information system, where the weighted value was as high as 47.28%. In terms of risk actors, constant changes in system requirements, ambiguous system requirements, and insufficient definition of system requirements were the most important, combining for 34.3% of weighted value. The fourth to ninth factors in order were: collaborative relationship between the two parties; unclear or misinterpreted parameters/objectives; inexperienced project manager; the outsourcing party was unclear about the details of the project; The consensus and assistance from the outsourcing party; and not meeting the needs of the project stakeholders. These factors combined for a weighted value of 62.66%. The conclusion of this research is that these are considered the most critical risk indicators for delayed acceptance when outsourcing development of financial business information system.
