As Taiwan has currently faced a dilemma in economic development due to the broken intergovernmental relations, EU’s development experience can actually be used as the most appropriate reference for Taiwan since the existing system is difficult to adjust under current circumstances. Moreover, since the domestic studies are mostly related to the governance mechanisms of EU spatial development, this study has thus decided to focus on the exploration of the development strategy of EU’s metropolitan economic circle for Taiwan to break through the dilemma of economic development. Through the deconstruction of the metropolitan economic circle, this study believes that the logic of metropolitan region is composed of the central place theory, the knowledge economy and the multi-core network, contributing to the trend of the combination of knowledge economy and regional space development. Furthermore, Leitbilder und Handlungsstrategien für die Raumentwicklung (English: Concepts and Strategies for Spatial Development in Germany) and the Nuremberg Metropolitan Region have been explored to understand the views and strategies. Lastly, Taichung Metropolitan Area has been discussed as a case study, in which the Nuremberg Metropolitan Region has been used to compare the similarities and differences and to learn from its concepts of becoming an economic circle, and it is found that the key lies in regional cooperation mechanisms and industry dynamics. After the comparison between the case study and the practical case, thoughts on the metropolitan area development of Taiwan have been inspired by the spatial development strategy of the economic circle, and thus this study further suggests the following recommendations: (1) Break the constraints of the systematic framework and turn to the strategy of independent economic development; (2) Use the multi-core regional cooperation strategy to replace the “doing it alone” approach in the past; (3) Use the concept of economic circle for guiding the strategy of spatial development; (4) Grasp the concept and core awareness of metropolitan economic circle; (5) Incorporate with the local conditions to develop and enhance characteristics.
