However, since the land area of Taiwan is limited with 70% of the land being mountains and hills, and the plain areas are mainly centralized at the west side of Taiwan where the majority of the population is concentrated, the traffic chaos during the rush hours of commute and holiday travels occur frequently. The government has also invested greatly in improving the traffic system every year. Presently, the traffic control system adopted in the nation mainly uses the image type of monitoring system as the primary basis for detecting the traffic volume and analyzing data. However, as the vehicle quantity rapidly increases, the loading on the image type of system recognition and analysis becomes greater, and the precision of the data obtained becomes relatively lower. Therefore, this research utilizes the infrastructure of “Automatic dependent surveillance – broadcast(ADS-B)” in air traffic control over the past years along with the utilization of the technologies of various mature networks available in the market: radio, ADS-B technology and traffic management etc., and further propose an active report system in ground traffic control for the construction “Active Report Ground Traffic Dynamic Monitoring Systems.” With the advantages of the active report, it is expected to re-obtain the status of the traffic volume and to provide traffic information of greater diversity to road users for references in order to reduce the conditions of traffic jams on roads domestically. In addition, the big data analysis can also be used to re-adjust the establishment of traffic policies and road maintenance plans made by the government in order to create a smooth and safe traffic environment.
