The conservation and management of heritage by the private sector and citizen involvement has become a means for governments to maintain the quality of public services and administrative efficiency. However, practical operation and profit considerations due to the development of commercialization, lead the preservation and re-use of heritage sites, to turn into homogeneous consumer spaces, resulting in the loss of their connection to local life and culture characteristics. It has been difficult to supervise and monitor the fair use of space and protect citizen’s cultural rights. The motivation and purpose of this research is to see if with the participation of citizens using sustainable development mode to manage heritage within four dimensions cultural, economic, social and environmental will help to connect local life to the preservation of cultural heritage and will take into account the city’s historical progress.   The aim of this thesis was to carry out two case studies Kuo Bo Chuan’s former residence park and Xiao Ru-Song Art Park, to explore the above highlighted issues. The research method included in-depth qualitative interviews and a secondary data analysis. The interviewees included those involved within the management of art and heritage of stakeholders in both government and private sectors.   The preservation and management of cultural heritage is not a static concept, but is a response to social and environmental change, and the continuous adjustment will require long-term research and record. The challenges for Artist’s Former Residence Parks in the future development lie in the integration of resources from the private sector to fulfill local needs, through the partnerships of local government, new types of economic programs and sustainable development are also explored. The results demonstrate that the clarification of local museums and their functions is needed, further research resources should be reasonably integrated, the function of counseling systems reconsidered, open and transparent decision-making by the government is required to promote citizen participation and new regulations are required to strengthen public-private cooperation. Finally, the concepts of sustainable development should be the principle of urban development.
