These companies were either closed or acquisitioned or merged by global vulture capitalists. Innovative product development and management turns out to be a rival factor to their survivals. This research closely investigated the overall progress of a land development project in China that was initiated by an acquisition of an IC company in Taiwan. Through organizational transformation of the merged company, introduction of cross-state funds, and multi-disciplinary technical aids of an international construction company, the local government of China has successfully built a recreation town in Ning-Po, providing yachting, wedding festival, refreshment, sports activities and lodgings services. Based on this case study, this research proposed an instantiation model for cross-state and multi-disciplinary innovative developments. The model consists of a set of roles that facilitate the formation of a cross-state multi- disciplinary innovation product or project. Ten roles that participate the project are defined and illustrated with their individual responsibility. Activities between these roles are defined and postulated as an interaction diagram, a graphics model showing the sequence of the activities. Five development stages are defined in this model to sequentially reveal the milestones of the project. Based on the proposed model, the case of the Ning-Po construction project was rigorously studied, analyzed, and discussed.
