In the past, building dams and reservoirs was an effective solution to overcome water shortages. However, as the effective volume of the reservoirs decrease and the demand for water increases, the review and audit system of water use plans plays a critical role in water resources allocation. To analyze causes and purposes as well as benefits of the system, the author uses several methods, such as literature review, regulations referring and data analysis. Moreover, different legal relationships among participants in the system are identified. In this study, the author proposed an optimal review strategy using statistical analysis to improve the precision in reducing ratified water demand in water use plans, which have not reached actual water demand. Results show that the optimal review strategy outperforms over the operation in practice used by the Water Resources Agency (WRA). The analysis of the system and the proposed optimal review strategy obtained from the study are expected to be beneficial to the WRA in water resources allocation and policy reforms.
