| Summary: | 碩士 === 國立臺北大學 === 公共行政暨政策學系 === 105 === The disputes on Wind Turbine Generator Construction in Yuan Li of Miao Li was taken as a case study. When the wind turbine generators are world trend, residents in Yuan-Li had different views on the setting of wind turbines generators, including the location and administrative procedures. Because of these, residents in Yuan-Li and InfraVest Wind Power Group had conflict. Although many conflicts have not resolved , this case was different from other regions that Self-Help Association reached a consensus with the InfraVest Wind Power Group . The coordination of process about two sides has its importance.
In this study, relevant data and information were collected. I interviwed with InfraVest Wind Power Group, Self-Help Association, Bureau of Energy, Ministry of Economic Affairs and an Environmental Jurists Association Lawyer by using in-depth interviews to draw as much as possible the whole picture of the conflict process and understand their position and proposition. Then analyszed the conflict category, conflict characteristic and conflict situation according to the conflict management theory, and chose the appropriate conflict management mode. In addition to this, I also analyzed how the central government and the local government deal with it.
On the analysis showed that s Self-Help Association continued to interact with InfraVest Wind Power Group and exchanged information. However the most important key point about resolving the conflict is InfraVest Wind Power Group made a concession after considering all aspects. The central government and the local government are passive and limited role in the conflict. The government should consider how to deal with conflict between residents and company by strengthening their role , and even reduce the occurrence of conflict.
