| Summary: | 碩士 === 國立臺北大學 === 財政學系 === 105 === This paper is based on the model of Heintzelman et al. (2009). Considering the output against the risk of being deprived, we focus our discussion on the influence of this kind of potential risk and protection policies on the utilization of common resources. We also discuss the impact of risk on the relative net profits among countries. Our finding shows that the overexploitation of common resources can be corrected by the existence of the risk that we discuss. In terms of efficiency, the problem of overuse will get worse with strengthening protection policies when common resources are overused currently; on the other hand, it is possible that promote efficiency through reinforcing protection policies when the higher risk reduces the users’ incentives.
