Various countries in order to sustain economic growth, thus to vigorously promote and reward industrial research and development, particularly for the high-tech industrial structure of Taiwan and South Korea, both of them are similar. This study collected the invention patent from 1976 to 2015 in Taiwan and South Korea, which are acquired from the United States, as to compare the industrial development trend, technological innovation capability and changes of significant company to the two countries in four periods, as well as adopting patent portfolio analysis as to understand the industry, technology and corporation position of the two countries. By the comparison with the main competitor country, mining the technological opportunities and make up the gaps of industries as to enhance our innovative competitiveness. The results demonstrate that the R&D speed and outcomes in South Korea has been leading Taiwan, and Taiwan emphasis on technological capacity in the semiconductor, South Korea is a balanced development of diversification. Otherwise, Taiwan has high R&D cooperation willingness, South Korea tends to focus resources and conservative attitude. Overall, the patent quality in Taiwan is better than South Korea. Finally, according to the research results of the study, which can be available as the reference for the governments and decision-makers to develop the industrial policy.
