This model examines the factors influencing public servant intentions to use mobile app.This study divided public servant into potential users and repeat users by using experience and confirms the model suppositions and compares the difference between two groups. This study collected 498 valid questionnaires(including 274 potential users ,224 repeat users), the response rate is 96%, and testified every hypotheses by using partial least squares (PLS).The findings of this study are as follows: (1) For potential user group, besides trust beliefs (perceived benevolence, ability, and integrity), other hypotheses have significant impact on the statistical confirmation, and the relation present the positive correlation. (2) For repeate user group, most hypotheses have significant influence on the statistical confirmation, except foreffort expectancy, and relation present positive correlation. (3) After comparing the two groups, for potential users, there are six factors (including performance expectancy, effort expectancy, social influence, facilitating conditions, habit, and job relevance) have more significant than repeat users. (4) Repeat users thought that the trust belief (perceived benevolence, ability, integrity) and self-efficiency are important factors for them to use mobile app than the repeat users.
