Although this process stopped for a period of time, several international and domestic factors brought an opportunity for a new round of power industry reform in 2014. As a famous socialist country, China’s introduction of the market mechanism into the power industry and decrease of the state’s monopoly have drawn a lot of attentions to its power reform. This study finds that China developed renewable energy because of the international climate agreements, domestic pollution problems, and its energy strategy. China hoped the development of renewable energy, which includes restructuring the power industry and building a liberalized power market, can accomplish its political and economic goals. By reviewing China’s reform from 2002 to 2016, including the mode of operation and the cases of promoting the renewable energy, this study analyzes the dilemmas of power industry reform and its solutions. This study also finds that the Chinese government played an important role in restructuring the power industry through state apparatus and state-owned businesses. This supports the argument of state capitalism. China’s power industry deregulation can offer experiences to Taiwan’s power industry reform, the liberalization of Taiwan’s electricity industry, and Taiwan’s development of renewable energy.
