The prevention of dengue fever became the most important topic for the government in the period, and the government performed a series of prevention measures to eradicate dengue fever. However, the success of a policy would influenced by the stakeholder’s compliance of the policy. Also if government wants the prevention policy to be executed effectively and smoothly, citizen's compliance is also important. Therefore, the government should understand the causes of the policy compliance and the willingness toward the prevention measures of citizens first. Based on the results, the government could improve the policy compliance of citizens. The past researches show that the trust of citizens will affect the acceptability and the compliance of a policy. The trust level of a policy will change people’s risk perception and benefit perception, and those factors will further affect the acceptability and the compliance of a policy. Therefore, the purpose of this study is to explore the relationship between trust, risk perception, benefit perception and policy compliance of the citizens. On the other hand, this study finds the difference of trust, risk perception, benefit perception and policy compliance between residents in the high risk areas of dengue epidemic and low risk areas. In this study, which sampled of residents in Tainan city was conducted by questionnaire survey. A total of 687 effective questionnaires are received, including 377 questionnaires of residents in the high risk areas of dengue epidemic and 308 questionnaires of residents low risk areas. And data were analyzed through SPSS and structural equation modeling (SEM). Finally, the results reveal that the trust of citizens has significant effect on their risk perception and benefit perception. Besides, benefit perception has a fully mediating effect on trust and policy compliance. In trust, benefit perception and policy compliance, those who live in low risk areas of dengue epidemic were higher than those who live in the high risk areas.
