| Summary: | 碩士 === 國立清華大學 === 環境與文化資源學系社區與社會學習領域在職專班 === 105 === Since the publication of “Culture Heritage Preservation Act” in 1982, the concept and activity of the protection of cultural property have been gradually deepened in the country. However, the assessment of cultural property is involved from the professionals in many aspects, in order to grant the member of the review committee with flexibility and no limitation, the Act usually is written in brief by principle as the guidance.Therefore, how to identify the culture values is still only relied on the literature review members to decide in the closed, opaque debates. Inevitably, the final "professional judgment" has repeatedly become the focus of controversy because of different positions.
The traditional shophouses especially, have multiple values to witness the history of regional development, memorize ordinary people's business and life connotation, carry local survival and emotional attachment. However, these valuse are not easily describes, that lead to destroyed rapidly during urban development. The clarification and discussion of the value should be an urgent and prerequisite research topic under this dilemma.
Therefore, this reaserch aims to simulate the expert thinking process, extract the index value of cultural property, the classification rules, and the individual weights of the indicators through the Delphi method expert questionnaire and Analysis Network Procedure method (ANP). Then it can be used in the pre-systematic census, to establish information database as an important reference for the government.
In summary, the reaserach wants to clarify the value of existing cultural property or potential points in the region, to reveal which one should be developed and which one should be conserved, as a positive response to the requirements from the different aspects of economic, cultural, political.
