In 2007, the European Commission adopted the White Paper on Sports as a guide to the promotion of sports in the EU. The purpose of the study is to understand the specific meaning of the White Paper on Sport. Content analysis is used to arrange and analyze the relevant data in this research. The source of the document is based on the White Paper on Sport, and supplemented by the European Union official documents and the study of the proceedings of the text of the study. Results and conclusion: The EU White Paper on Sport, which plans the sports development of the EU Member States, is structured to cover: the social dimension of sports, the economic dimension of sports, the organizations of sports, and the follow up movements. With the content of fifty-three subtitles which have great effects on every fields of sports, the White Paper on Sport covers a wide range and is proactively planned. It is a splendid model for every country. The results of the study found that to value importance and particularity of sports is the most important thing for the current development of sports. Based on this white paper, EU Member States have successfully carried out their sports plans. The sound sports atmosphere could not have been efficiently created without this foundation.
