The research methods used in this study were semi-structured interviews with two teachers of centralized special education classes, and supplemented with observations and relevant data. The conclusion had been drawn: 1. Human resource mostly consisted of parents of students and local community; material resources were mostly literatures, community equipment, traffic facilities and Natural landscape; financial resources mostly consisted of donations of parents and community; organize resources mostly consisted of shopping places, leisure and entertainment places, educational and cultural places, and community administrative agencies. 2. The teachers of centralized special education classes teached students refer to related courses, discussions with parents about students’ needs, safety and convenience, scope of funds when the community resources were used. 3. The dilemmas of human resources derived from unfamiliarity with special education students and lack of diversity. The coping strategies for human resources dilemmas were to enhance knowledge of students with physical and mental disabilities for community and to develop diversified human resources. 4. The dilemma of material resources was lack of barrier-free facilities. The coping strategies for it was to give priority to the selection of public institutions. 5. The dilemmas of financial resources were lack of related funds and expense constraints. The coping strategies for financial resources dilemmas were to apply funds and to get paid by parents. 6. The dilemma of organize resources was limits of teaching materials preparations. The coping strategies for financial resources dilemma was searching for information through the Internet. 7. The dilemmas of other factor dilemmas were: (1) student activities and cognitions limitations. (2) difficulty in scheduling. (3) lack of school bus. 8. The dilemmas of other factor dilemmas and the coping strategies were: (1) manpower deployment, parents care and repeated exercises. (2) noticed and gave priority to high attendance. (3) the whole school outdoor teaching activities, teachers or parents transfer, or selecting community resources near school.
