The study method adopts observation, questionnaire survey and network open questions. Since the relative literature of this study is considerably insufficient, three different methods are used to make up the deficiency. As for the first part, the observation records are used for literature discussion. As the second part, past literature and observation records are put into questionnaires for further survey. And as for the last part, network open questions are conduct after the survey. The study objects are parents who have two to six years old children and have the experience of accompanying children to use retail shopping carts. Data were collected using a questionnaire consisting of three sections, including “current shopping cart usage among parents of young children”, “safe use behavior of shopping carts”, and “cognition of shopping cart safety”. A total of 463 valid responses were obtained. These responses were analyzed with IBM SPSS 20.0 for Windows using methods including descriptive statistics, Chi-square. The following conclusions were obtained from the analysis results: 1. More than 70% of parents do not know the restricted weight when using safety seat. 2. More than 50% of the parents would put their children in the shopping basket of the shopping cart. 3. There were no significant differences in safety cognition among parents of different sexes. 4. There were significant differences in safety cognition among parents of different ages. 5. There were significant differences in safety behavior among parents of different sexes 6. There were significant differences in safety behavior among parents of different ages. Finally, this study provided suggestions to future researchers based on the above findings.
