Having the knowledge in mind will in turn assist the development of recreational fishing industries. Through the examination of professional leisure fishing practitioners, the Competency Model is a necessity for recreational fishing industry professionals, which serves as a domestic marine complexion guidance, certificate of compliance curriculum, and reference for career development. The materials and quantitative survey methods are used to collect data for the survey. By utilizing literature elements to construct an interview outline, professional functions are able to be sorted out and recreational fishing functions will be verifiable. Interview results are classified and analyzed into the following: First of all, leisure sailing management expertise is categorized by marine tutelage, marine meteorology, and ship structure understanding. In addition, ship control skills, life-saving abilities, and fishing techniques are essential elements when managing marine vessels. Leisure-oriention attitudes, furthermore, relate to management abilities and interpersonal interactions. According to the results of the study, regulatory orders, marine conservation, professional fishing functions are all part of the concept of marine conservation. It is evident in the survey results that practicalities accounted for the majority of ages 40 to 49 years old are engaged in recreational fishing industries and are qualified five to ten years in relation to monthly flights of one to three times. The number of ships in a month equate a total of eleven to 20 tons. Also, each practitioner have held more than two career positions, while the captain have held even more. Different ages account for different positions. The classification of the professional function index of recreational fishing practitioners constructed by the results of the study can be used as a reference for teaching and curriculum design and qualification certificates related to domestic marine education.
