Summary: | 碩士 === 國立屏東科技大學 === 環境工程與科學系所 === 105 === In recent decades, “Environmental protection” has been taken as one of the most important issue in the world. For saving energy and reducing carbon emission, many countries have been promoting “Green New Deal Policy” progressively, and striving to become a “low carbon homelands country” to emphasize the importance of implementing a low carbon life style and building a sustainable environment to co-exist with the nature.In order to become a “low carbon sustainable homeland country”, Taiwan government had referred to other countries policies in this specific field. By combining other countries’ experience with Taiwan’s local conditions, Taiwan government has launched the “Low Carbon Sustainable Homelands Executive Projects” in 2014. This project initially starts from communities to counties, and then extends to local governments, and finally aims to create four carbon sustainable lining zone in Taiwan. To be more specifically, there are six functional mechanisms in this project, which are ecological greening, renewable energy, green transportation, resources recycling, low carbon life, and sustainable development.
In this research, literature review is the basic frame and main theory. Additionally, in order to understand the status quo, project proceeding progress, as well as the final goal vision of the Six Low Carbon Sustainable County Executive Projects, the result of five interviews with Ping Tung’s local magistrates would also be included as a case study in this research. The following are the research conclusion and suggestions for reference:
First, this research reveals the significant effectiveness of “ecological greening” due to the low threshold in execution. Therefore, the “ecological greening” item should be taken as the initial step while implementing the project.
Secondly, this research points out the inefficiency and difficulties, including funding and backup issues, while executing the “green transportation” item in the short term. Therefore, the “green transportation” item ought to be taken step by step, and should combine the resources and funds from the Ping Tung county government as well as the public sectors in order to improve the execution performance.
