In order to thoroughly execute the voluntary recruitment system, the national Department of Defense made some revolutionary policies in the 4th QDR in 106th year of the Republic Era. The impacts of Policies about voluntary recruitment system mentioned above on recruiting are the key points in this research. About the voluntary recruitment system, the prime minister of the Department of the Defense, Shih-Kuan Feng indicate in the Legislative Yuan that from the 107th year of the Republic Era, the military will not recruit anyone born before the 82nd year of the Republic Era and those who serve the military for duty will all retire in the end of the 106th year of the republic Era. And those who were born after the 83rd year of the Republic Era still have to serve the military for the period of 4 months taking normal military training. This significant change of the military recruitment system transforms the current system of both voluntary and obliged services into entire voluntary recruitment system, including officers, sergeants and soldiers, which means that from then on it will be the only way to gain manpower by recruiting volunteers for the military, and it just shows how important it is to recruit. This research was done by mainly taking interviews, supported by sub-class information to discuss about the effect on recruitment by the change of the policies. And also this research gives some advice on how the army should adjust their recruitment strategies. And the result shows that the budget of recruiting is short and has negative impact on recruiting; also the basic units lack manpower, resulting in poor recruiting. What is more is that after the entire retirement of the obliged soldiers results in that there will be more work for all soldiers, which might cause them not to serve the military. Last but not least, the reduce of the nationalists’ pension is one key issue that soldiers will not stay in the military. And it is hoped that recruiting can be improved by some military changes . This thesis mainly suggests the following items: 1. Recruiting should be executed in different levels. For example, in brigades, barracks and companies, there should be officers, sergeants and privates responsible for recruiting. 2. There is need for getting bigger budgets for recruiting in basic levels. 3. Recruiting loads should be divided fairly and proper encouragement should also be given to regain the morality. 4. The revolution should stay to the principle of honesty and trust. 5. The revolution should not trace back. 6. The revolution should be soon determined in fear that it could damage the morality. 7. There should be family dorms for soldiers’ family near the base, so that soldiers can also take care of families besides of work. 8. Special talents should be properly promoted and rewarded so that it would be possible to gain more different talented people. 9. It is important to build up happy working atmosphere so that more young talents will join the military. 10. It is very important that every soldier should be very proud as soldiers and improve the social status of soldiers. 11. It is more than critical that soldiers’ salary and overtime pay should be re-evaluated. 12. Last but not least, soldiers’ career should be carefully taken care of and the retirement should also be properly planned.
