In fact, in terms of investment, production or consumption, the driver of economic growth has been shifted to the private sector. Therefore, the new labor policy “one fixed day off and one flexible rest day”, which went into effect on December 6th, 2016, has caused widespread discontent. Not only employers are dissatisfied but also workers do not appreciate. The resistance and protest are undergoing to fight against the new policy. The main purpose of this study is to address how the basic energy industry - natural gas companies in response to the amendment to the Labor Standards Act from Ministry of Labor: “One fixed day off and one flexible rest day” policy, and focus on the impact of manpower scheduling, labor costs, and employee benefits after companies implemented the new amendment. In this study, qualitative research with in-depth interviewing is adopted. Three natural gas suppliers from southern Taiwan with capital amount up to NT$1 billion and revenue over NT$1 billion in 2016 are selected. Semi-structured interviews are conducted with the consent from human resources department and employee representatives of the company. All interviews are transcribed for qualitative data analysis. From the results of the study, it is found that all respondents do not support the “one fixed day off and one flexible rest day” policy or amendment of this new law. They don’t think the policy has benefited to the government, business, or labors. It is suggested that for any new policy or new amendment to the Labor Standard Act in the future, the government should have a complete evaluation and overall consideration from different perspectives, and then based on different industries and key characteristics modify the law respectively to simplify and unify the regulations of overtime and paid leave. The main role of government is to supervise and give companies flexibility to utilize manpower, and allow employees taking voluntary overtime or leave. To succeed good labor-capital negotiations and reward excellent labor management relations, we can expect to create a new economic miracle. 劉廷揚 2018 學位論文 ; thesis 55 zh-TW
