Due to its complexity, its challenging features, and its practical relevance, personnel scheduling has been heavily investigated in the last few decades, especially for aviation industry. In this study, we have investigated an aviation company’s case and identified the complexity of its personnel scheduling issues. After summarizing the present personnel scheduling types and mathematical models, we proposed a hybrid personnel scheduling model to tackle such a complex personnel scheduling problem. It is a mixed integer programming model, which consider flexible working hours, deformation working hours, scheduling of mobility, and flexibility of scheduling changes.
