| Summary: | 碩士 === 國立高雄海洋科技大學 === 海洋事務與產業管理研究所 === 105 === In recent years, the concept of sustainable marine resources and the maintenance of marine environment advocated worldwide, and it considered that the establishment of marine protected areas is one of the most effective means to protect biodiversity. Houbihu protected area located in the Kenting National Park was established for the rehabilitation of the regional ecosystem. Marine protected areas are vulnerable to human misconduct, illegal fishing or various pollution and many other factors caused by the failure of conservation. Therefore, this study refers to the domestic and foreign literature related to marine protected areas to the success or threat of marine protected areas of the factors, introducing the concept of vulnerability, establishing vulnerability indicators, by using the Modified Delphi technique questionnaire to give advice as vulnerable. Then use the expert questionnaire to obtain the prior probability of each fragility factor, establish the Bayesian network model, and analyze the research results, and put forward the relevant suggestions, so that the results of this study would be used for decision-making of marine protected areas. The results show that increasing coral coverage and reducing the degree of biodiversity imbalance can help reduce the vulnerability of marine protected areas. It’s easily to lead to the threat of marine protected areas in the low banned energy and illegal fishing behavior rampant situation. Investing in management funds, enhancing community capacity, environmental education and environmental awareness will reduce the vulnerability of marine protected areas. It is recommended to strengthen the control of human activities for the destruction of the environment, re-legalize the use of zoning system, indeed control pollution emissions, improve marine and protected areas inside and outside the ban on the effectiveness and patrol density, the Government put into management funds, hold regular environmental seminars to enhance the community capacity and environmental awareness.
