Draftees can utilize their expertise to assist in educational administration, environmental protection and other work in order to help solve the problem of lack of human resources faced by elementary schools. Draftees of educational service are mainly dispatched to public junior high schools and elementary schools, with priority given to schools off the island and in mountainous and remote areas.   The purpose of this study is to make a response assessment, based on the three criteria of “degree of goal achievement”, “execution ability” and “perceptional response”, of the effectiveness of educational service as an alternative military service on elementary schools in Taichung. The interviewees are the headmasters, administrators, teachers and current male draftees of educational alternative service of the serviced institutions (elementary schools which applied for the educational alternative service) in Taichung, and the parties involved are interviewed in depth to understand their inner feelings.   From the analysis results of the interviews, this study found the following: 1. On the degree of goal achievement: The service provided by draftees of educational alternative service to serviced institutions has eased the pressure of lack of human resources. Draftees of educational alternative service mainly provide administration support and deal with miscellaneous issues. The alternative service of English majors is related to English teaching, and the dispatch is based on the draftee’s English expertise. 2. On execution ability: The interaction between draftees and students is good, and draftees can provide students with the best human resources for learning. On management responsibilities there is not a uniform standard, and there should be a single window responsible for the delineation. If good care can be delivered from serviced institutions to draftees, it can speed up draftees’ acclimation to the environment. The after-work service preparation management causes a great deal of trouble to the draftee manager. Serviced institutions have a passive attitude, and do not wish draftees to have personal thoughts. 3. On perceptional response: Serviced institutions are highly affirmative of the arrangement of draftees servicing on campus. Draftee dispatch is based on the draftees’s training performance, and serviced institutions are not able to do screening. There is a gap in the supply of draftees, and schools have a problem utilizing such human resources as the year of service is gradually shortened. Draftees benefit from the service in the service period. The shortened service period has an impact on both the teaching and administrative level. Serviced institutions holds a positive attitude toward no draftees servicing on campus in the future.   According to the findings above, the researcher puts forward specific suggestions to the competent authorities of educational alternative service, the institutions in need of the service and the serviced institutions, so as to serve as a reference for the implementation of the policy of educational service as an alternative military service in the future.
