The methodology of this research was mainly a questionnaire survey and interview to study Hsinchu City household registration staffs as the research object. Eventually, 81 questionnaires were collected, 81 valid questionnaires were available, and the effective rate was 100%. After the questionnaires were collected, all data were analyzed by descriptive statistics, Sample t test, single factor variance analysis, Pearson product difference correlation analysis and multiple regression analysis. The results of this study are summarized as follows: 1、The emotional labor was with high propensity in Hsinchu City household registration staffs. 2、The turnover intention was with low propensity in Hsinchu City household registration staffs. 3、There were significant differences in the emotional labor perceptions of Hsinchu City household registration staffs with different educational background, job title and job nature. 4、There were significant differences in the turnover intention perceptions of Hsinchu City household registration staffs with different age, marital status, grade and position 5、For Hsinchu City household registration staffs, there was significant correlation between emotional labor and retention intention. 6、For Hsinchu City household registration staffs, emotional labor can effectively predict retention intention. Based on the research results, the study also made recommendations for the household authority, household officer, and future researchers, for reference.
