There are two main objectives. Ensure a proper development of a city’s transportation services and reduce externalities caused by private transport modes. Emphasizing the use of transit-oriented city in urban transport planning strategies is necessary to achieve the objectives. In transportation management, when planners tend to design transit-oriented development, the first step is to determine potential needs of transit. However, there are insufficient amount of research based on estimating the need of TOD. We propose a multi-class users traffic assignment and modal choice combined mode. The proposed model tests modal and route choice simultaneously, which explains the seamless issue of the first mile and last mile that derived by transit at the same time. We developed a diagonalization method combined with Gradient Projection algorithm to solve this proposed model. This research report includes numerical examples for model validation purposes. Finally, the computational results justify the model and algorithm we proposed can solve the traffic assignment problem and also provided to the assessments of the route choice and the modal choice of transit-oriented city.
