Verify agile can get the same value in the development of national defense technology by observe the US military to apply agile of defense acquisition to obtain benefits. It is really worthy to fulfill self-reliant national defense policy for MND as a reference. In contrast, the development of the information system in the Military E department is still using the traditional waterfall development model, which is limited to the rigid design specifications and the lengthy development cycle. Can not change the requirement of the information system in time by according to the threat of the rapidly changing enemy. The development team must find a framework, process, tools, and method for rapid development as soon as possible and flexibility, and use limited resources and time to develop information systems that have the highest value for the mission and meet the needs of the user. This study uses the agile project management framework(APMF)which proposed by Dr. Shou Yiing Hsu and used Microsoft Team Foundation Server and CARDBOARD as agile tools to design a set of the management process, provide E department applications to agile to develop high-value information systems. The results of the study case show that the use of APMF to develop information systems can solve the problem of incomplete participation and lack of demand. Through the continuous delivery and adjustment, the development team can quickly demo the results and get feedback, so that the project can not only complete on time but also upgrade the E department information system development strength, and achieving self-reliant in national defense ultimately.
