Nonetheless, since the telecom providers are still using CS-Fallback technique to transmit voices in light of the current 4G environment, it is obvious that the technique guaranteeing the quality of voice transmission with LTE is not yet mature. This study proposes to create a VoLTE system equipped with QoS by combining the generally used IP multimedia subsystem (IMS) with QoS of the VoLTE, i.e. simply by adjusting common network equipment without purchasing any extra voice equipment for exclusive uses. Furthermore, since all the voice service quality parameters required for communication, even via different telecom network, are all transmitted by the same IMS, a cross-telecom-provider voice service quality control can be established accordingly. The result of this study provides existing telecom providers with a new idea about using the equipment at hand to create a VoLTE system equipped with QoS. In addition to avoiding the extra cost of exclusive voice equipment, this new system can also improve the speed reduction caused by CS-Fallback needed for executing current voice services.
